| It has become a core matter of China's developmental strategy to improve autonomous creativity and to construct an innovative country in the 21st century. Scientific and technological agency is a key factor in the system of scientific and technological innovations, functioning irreplaceably in the construction of a creative country. These agency is instrumental in terms of the reduction of the transaction cost, communication with two sides, resource coordination, elimination of information barriers, order monitoring, and behavior standardization etc. With the perfection of China's market system more practice of global co-operations, the importance of scientific and technological agency is becoming even more prominent.Although a great deal has been achieved with many years'development, such things as problems in structure, funding, systematic construction, development environment, and personnel qualities are restraining scientific and technological agency in present China. After summarizing and introducing researches and experiences at home and abroad, this paper firstly defines the role of the agency from a broad perspective and then expounds the necessity in China now to reconstruct the bodies of the agency, to further perfect the agency system, to regulate its relationship with the government, to delineate its services. The paper finally put it emphasis on the discussion of the agency development measures—to improve its performance by broadening its services and enhancing its service media, to get sufficiently financed by strengthening financial support from the government as well as by widening its funding sources, to construct the professional personnel team by personnel cultivation and regulation of the personnel employment and management, to build a favorable environment for the development of the agency by making and revising relevant laws and policies, and to establish agency association or league to promote self-discipline and self-governing. |
