The Reseach Of Resource-exhausted City’s Government Ecological Responsibility

China’s economic has developed to a new normal stage,the economic development conditions and environment has great changes,which provides a significant historical opportunity to the ecological law promoted and government responsibility build. At the same time, our country enact the implementation of the new "environmental protection law", in order to satisfy the public’s requirements of the "beautiful China",which all put forward higher requirements for the implementation of local government’s ecological responsibility,especially highlight the responsibilities of resource-exhausted city’s government. Resource-based cities have made great contribution to the development of our country’s economic,however,due to the long-term high intensity mining,local resources gradually dry up.Those city facing the problem such as environment destruction, stagnation of economic development, social conflicts and so on, which have bad effect on the sustainable development of the city. Ecological problems possesses a strong externality, enterprises or individuals are lack of intrinsic motivation, the protection of environment requires local government as the main force, which should actively perform ecological responsibilities, and fully mobilize the local manpower, financial and material resources, through economic means,administrative means and legal means, to rehabilitate environmental damage that caused by the excessive exploitation of resources.They can transform the local economic development model, make the necessary infrastructure, improve local citizen’s production and living environment, promote the harmony development of local ecological, economic, and society.This article choose the typical resource-exhausted city-huozhou, Shanxi Province as the research object,adopting the combination of documentary analysis and field investigation method,explores the reality plight of Huozhou,and the main measures,main problems and causes of those problem when local government perform their ecological responsibility. Finally,this paper summarizes Huozhou local government’s experience and lessons, learn the successful experiences from developed countries, and obtain the measures and the suggestions that resources-exhausted city’s government perform their ecological responsibilities effectively at the present stage of China.
