Research On Agricultural Technology Promotion And Reform In The Perspective Of Social Shaping Of Technology (SST)

Agriculture is the foundation of national economy. The prosperity and stability of agriculture development is the prerequisite of sustainable development of society. Our country’s agriculture is embarking on the theme of "Modern forms of Agricultural Utilization","New Professional Farmers and Implications","New Agricultural Social Service System Construction". The rapid development of agriculture needs not only outstanding agriculture technology, but also a comprehensive agricultural technology popularization system in order to speed up the transformation and implement of agricultural technology achievements. Agricultural technology popularization exerts a significant role as the ties of transforming agricultural technology achievements into productive forces.Based on the examples of agricultural technology popularization system of Linfen, the study tries to investigate the reform and current situation of agricultural technology popularization system from the prospective of SST. In addition, the study has taken advantages of SST related views in putting forward some practical suggestions on the agricultural technology popularization system of Linfen, expecting to contribute to its construction and agricultural development.There are seven sections in the paper. Section one is introduction, including the research background and aim, theoretical and practical significance, on-going research on the reform of agricultural technology popularization system and SST theory by experts from both home and abroad and finally the research contents and methods. Section two is the literature review about agricultural technology popularization and SST theory, elaborating the definition, function and effect of agricultural technology popularization and collating the formation process of SST and relative theory. Section three explains the necessity of the reform on agricultural technology popularization system on the horizon of SST; analyzes the traditional reform concerns in order to find the causes of the problem; dissects the key obstacles blocking the implement of current reform and discusses the important impacts of social factors over the development of agricultural technology popularization. Section four has conducted a series of investigation, including the current situation and features of agricultural technology popularization system in Linfen, and some social factors of Linfen, such as regulations and laws, social economic environments, social needs, technical evaluations, organization forms and so on, which influence the development of the system. Section five, based on the investigation and study of the current situation of agricultural technology popularization system, analyzes the current situation of agricultural technology popularization system in Linfen in order to find out social restricted factors on agricultural technology popularization in Linfen. Section six studies in-depth the significance of SST theory on agricultural technology popularization system of Linfen and formulates some specific measures on its reform and some new measures on its development according to the SST theory. This part also puts forward some thoughts on how to improve agricultural technology popularization in social network from the perspective of SST. Section seven is the conclusion part and puts forward some reasonable suggestions and solutions to achieve leapfrog development of agriculture, as well as reform and renewal of agricultural technology popularization system of Linfen based on its current situation of agricultural technology popularization system.
