Innovation and upgrading are the steeping stones for China’s sustainable and regional balance economic development, after its’thirty-year "growth miracle". In the exploring journal, which is long and difficult, any breakthrough made by pioneering districts might shorten the travel time. The economic development experiences of Jiangsu province, which has a relatively faster speed, consistent pace as well as similar gradient, comparing to that of the country, are undoubtedly helpful. Also, industrial cluster, the efficient organization form that has already been tested in practice, will definitely play an extraordinary role as before in China’s innovation and upgrading development for it adapted to China’s relatively week enterprise foundation better and in line with the world’s current synergic innovation.Given those above, based on Jiangsu Province and from the perspective of industrial clusters, three questions focusing on the innovation and upgrading development of China’s economy are discussed in this thesis:Firstly, what’s the feature of the Oriental Silicon Valley-Suzhou Industry Park and can it’s innovation ability be duplicated or can it be popularize as an upgrading mode for China’s industrial parks in this new stage? Secondly, is the practice of "integration of city and industry development", which is industrial cluster thinking-way and has already been the national strategy, in Jiangsu Province meaningful nationwide? Thirdly, are there any problems in the industrial clusters transfer that promoted by Jiangsu Province in recent years and what can be learnt? All these issues above are discussed by chapters and to achieve the purpose that learning China’s innovation and upgrading development from industrial clusters in Jiangsu Province, the discussion will spread over a whole province from one single industrial park. Besides, by following the technical routine "conception proposition, theoretical abstraction, model derivation, data examination, case elaboration", the universality of the analysis in different district levels is guaranteed. And the answers to those three questions above are:Firstly, Suzhou Industrial Park is a regional innovation industrial cluster, whose innovation system apart from net-shape structure can be divided from bottom to top into three levels that separately are:corporate innovation, industry innovation and society innovation and while corporate innovation is micro innovation with single business as the mainstay, social innovation macro level one focusing on a lifestyle fusing innovative culture, institution as well as infrastructures and with this lifestyle, regional innovation clusters can maximize their innovation efficiency. Industrial innovation, which relies on the breakthrough of industry-wide generic technologies, plays a role of channeling the above two levels and leads the way in social economy development. Synergy and sharing are important features of this three-level innovation system. By employing C2R, BC2 and SE-DEA models in DEA method, the innovation efficiencies of SIP are evaluated and indicate that the regional innovation cluster can realize self-repairing under outside shocks by adjusting and optimizing its innovation efficiency automatically. Both empirical theory and data indicators have shown the duplicability of the regional innovation clusters, and that is the cornerstone for the popularization of Suzhou industrial park. From the practice of Suzhou Industrial Park, five matters that need attention in the process of the regional innovation cluster construction are concluded:firstly, regional intellectual capital is essential; secondly, industry-wide generic technologies are the driving power; thirdly, living facilities and consumption service are important; fourthly, social innovation is the catalyst; fifthly, the role of the government need to be weaken at some certain stage.Secondly, the exterior form of the city-industry integration is the construction combing housing, industrial district and CBD while the interior mechanism is the efficient interaction and synergic upgrade of the manufacturing sector, service sector, housing as well as labor acting as the key connector. At the beginning of this integration, manufacture and service sector advances each other, increasing both urban functions and housing price. With the crowding out effects of housing price applying in rotation, manufacturing transfers at a certain stage, bring industry upgrading. For service industry combines the features of urban function and industry, the integration can work continuously even after manufacturing transfers away and that means the city-industry integration development is sustainable. Empirical study based on 65 counties in Jiangsu Province indicates that improving city function (service sector) advances industrial development (both in manufacture and service sectors] more than developing the industry itself for the construction of city function is currently lagged behind industry development. Not only provides demonstration for the city-industry integration concept, the practice of Yancheng Environmental Protection Industrial Park also provides new thoughts for late-developing areas to get rid of low-end locking and realize leap-forward development and the inspiration is that traditional development path as "primary industry-secondary industry-tertiary industry" is not necessarily to be followed and the service sector that later be used to feed back manufacture sector can be improved first.Thirdly, there are spatial misallocation of factor resources and economy efficiency loss in the industrial clusters’ up north transferring that conducted by Jiangsu government aiming to balance regional development:to mention first, the speed of industrial transfer is lagged behind that of resource factor movement, which leads to the insufficient supply of factor resources in Northern Jiangsu, the developed area, as well as the excessive supply in Southern Jiangsu, the developing area, comparing to the corporations’ requirements; besides, ascribe to corporations’ low industrial level, there is structure distortion of resource supply in traditional industrial clusters in Northern Jiangsu. By analyzing the seeds of these problems main reasons are found:firstly, "pushing force" in Southern Jiangsu is lack for innovative industries haven’t replaced traditional industries completely; secondly, "pulling force" in Northern Jiangsu is weak for its infrastructure, service environment as well as talent reservation cannot be equal to that in Southern Jiangsu, which increase the cost of the corporations transferring in; thirdly, for there’s knowledge connection between industrial clusters, "regional stickiness" is formed by the sound cluster foundation in Southern Jiangsu. However, by taking the measures such as enhancing facilities in specific areas and building knowledge channel between the specific area and developed areas, the construction of industrial parks with joint efforts of both Southern and Northern Jiangsu that initiated in year 2006 changes the flowing-out point of the corporations and resource in developed areas as well as their flow direction, thus accelerates the industrial cluster transferring from Southern to Northern Jiangsu. The light shed by the practice of Suzhou-Suqian Industrial Park is that the basic requirements of a successful park constructed by joint effort are high-level infrastructure as well as smooth knowledge communication of talents from different levels as government, technology and management.A lot of materials involving one thousand more corporations and 80 more industrial clusters, which collected by our research team since year 2001 are organized. Many new interpretations of the concepts are brought out, as well as innovative theoretical and empirical models. Besides, some advanced econometric methods such as GMM and Spatial Ecomometrics are employed, and all these above are the theoretical value of this thesis. As mentioned above, all the topics studied in this thesis are revolving around the important issues confronted by China in the "new normal" economic development stage, such as "short of innovation impetus", "unbalance regional development", etc., thus make the thesis meaningful for both China’s sustainable development and national rejuvenation.Though the grand picture of "upgrading development" cannot be drawn in a single doctorial dissertation, however, all the thousand-miles journals begin with a single step and we hope this little exploring research can inspire related researchers to make big breakthroughs.
