Research On Centralized Management Control Of Ships Enterprise Group Based On Informatization

At present, our country is in an important period of shifting from "shipbuilding nations" to "shipbuilding powers". Building competitive international ships groups is an important symbol of our country to become the world’s shipbuilding powers. But China is still behind the world’s advanced shipping companies in the aspect of management. problems such as bad budget management, chaotic financial management, and insufficient financial information sharing and integration exist. These problems will restrict ships groups’ overall progress and development. To change this situation, ships groups in China should actively implement centralized financial control over the group company, strengthen the supervision on member enterprises, and form scale effect and synergistic effect as a whole of the ships groups, so as to realize the resource sharing of the group and strengthen the group’s comprehensive competitive power.Based on the characteristics of China ships groups, combined with related theory, and using means of information technology, this paper studies the ship groups’ centralized financial control mode. This paper first introduces the related concepts of enterprise group and related theory of centralized financial control and enterprise informatization. Secondly, it illustrates the problems arising from centralized financial control of China shipping group, and analyzes the main reasons. Then, this paper put forward the demand for financial management and control of China ships groups. Again, in order to solve the problems arising from financial management and control of China ships groups, this paper constructs centralized budgetary funds control, centralized financial management and control and centralized accounting control system of the ship group and describes each kind of financial centralized control mode in great detail. At the same time, based on the above three kinds of centralized financial control mode, using information technology, this paper puts forward a specific informatization program. It constructs a centralized budget control platform, information, centralized capital control platform and centralized financial accounting platform. Finally, the paper illustrates the key points of the informatization program from six aspects: information security, information system interface, organization guarantee, leadership attention, talent team construction, system coordination.
