Financing Programs Designing Of A Highway Project

The scale of Chinese highway investment will reach 620 billion yuan in 2015. Chinese highway project has huge funding gap, which requires our country to build diversified financing ways in highway construction projects. Therefore, it is meaningful that selecting the financing programs designing of A highway project for study, predicting the traffic volume, analyzing financial target, designing and demonstrating the financing program in reality.This paper studies the financing programs designing of A highway project issues. On the basis of the latest research results at home and abroad, combining the characteristic of the project, we design three financing programs, which are government loan program, typical BOT program and government grants BOT program. After analyzing the practical and economic conditions of the project construction unit, the paper select the government grants BOT program as the best program for the project. Then, from the perspective of risk assessment, we use Analytic Hierarchy Process to demonstrate the financing program. The results show that: the financing program which we design and select will reduce the overall risks and the financing program is rational and feasible.The significance of this research, separated from the former research on financing programs designing of highway project issues, is that it combines the perspective of the government, the project company and the lenders to design that of A highway project, which demonstrates the financing program by using Analytic Hierarchy Process and provides reference for analogous financing construction of highway projects.
