In recent decades, the highway is developing rapidly in our country, on June 20, 2013, the department of transportation issued "the national highway network planning(2013-2030)".The national highway mileage changed from 85000 km to 118000 km, the highway construction requires a lot of money. It just relies on these traditional financing models of government funding and bank loans that have been unable to meet the huge funding gap for highway construction. Combined with the current financing in our country is not flexible, capital utilization rate is not high. In that case, it is necessary for "cutting expenditure".This article on the preexistent theory on the basis of literature review, in order to improve the highway construction investment and financing efficiency as the goal, through to the existing financing mode and financing mode selection method the depth of the analysis and summary, analysis of the highway project financing present situation and existing problems in our country. Keying design chosen strategy for highway project financing model, puts forward the new financing mode—BOTOT financing mode. The main method is: with appropriate of Shanxi highway project as an example, first of all to build economic evaluation index, using the four-stage method predict traffic of the highway project, and then from the economic benefits of highway project itself, the net present value method calculates the payback period, and various indexes, finally points put forward appropriate mode of operation for operators.
