Nowadays, our country road transportation demands have grown rapaidly,at the same time, great achievements have been made. However compared to national economic and social development requirements,our total traffic facilities still shows insufficient,which becomes a national economic constraints "bottleneck".To speed up the highway construction step, top priority problem is the lack of funds, which is the financing way of difficult problems. Located in the central, Hunan province neither located in the east of good market environment nor in the western regions of the country policy inclination dynamics, and the economic potential of Hunan province are still to be further mining, so the financial gap problem particularly outstanding. Highway construction fund financing problems of economic development of Hunan is a top priority. This paper based on this one form to study Hunan province highway construction financing problems and put forward measures.This paper, analyzed the theoretical basis, of highway construction financing in our country at flrs,and discuss separately economic attributes, capital highway cost theory, capital structure theory and financing risk theory about highway.Then analyze the adaptability and feasibility of various highway financing ways in Hunan Province.Through prediction the demand and supply of highway, points out that the existing in the construction of Hunan province highway serious money gap and analyzes its cause of formation. Then this paper explores the Hunan province highway construction financing debt financing ways and analyze capital financing way adaptability,carry out e highway construction financing mechanism of Hunan provinc to promote developments rapidly.
