The Analysis Of Government Roles In The Development Of College Students Innovation And Entrepreneurship

The cultivation of college students’ innovative and entrepreneurial ability isan essential and strategic part of modern national innovation system, and it shouldbe of critical position in the governmental strategy that development is driven byinnovation. Nowadays, China has made a series of positive trials to buildinnovative and entrepreneurial policy environment. However, there’s nosystematic support system been established because of late start and unsoundsystem. To a certain extent, having no support system lags behind collegestudents’ urgent need for development of innovation and entrepreneurship. Asconcluded, accomplishing two tasks as followed is of great practical and strategicinfluence on turning development direction and increasingly promoting socialeconomy. Firstly, to analyze and discuss how the government should act onguiding and promoting college students’ innovation and entrepreneurship. Andthen, to put forward methods to improve policy supporting system for collegestudents’ innovation and entrepreneurship. The thesis selects Guangdong provinceas an individual case to deeply analyze the key factors of college students’ participation in innovation and entrepreneurship, attempting to analyze howgovernment departments correlated to each other by means of comparison andresearch.In order to explore the new methods of promoting local technologicalinnovation and college students’ entrepreneurship on basis of finding out the wayto improve policy supporting system, the thesis conducts thorough research ongovernmental dynamic role and obligations carried out in cultivation of collegestudents’ innovative and entrepreneurial ability through each stage from fouraspects, including system design, policy support, education and tactics trainingsystem and entrepreneurial incubation.The research finds out that the governmentmainly acts from four aspects in college students’ innovative and entrepreneurialdevelopment, including policy guidance, cultivation system support, marketsystem support, and atmosphere constructing. As for the four aspects, thecultivation system is the foundation, market system is the external condition,atmosphere is the ecological environment, and policy serves as the frame and keypart which enables the other systems to function well. The thesis suggests to builda ‘Four-in-one’ support system with government acting as the core. Proceedingfrom aspects of policy guidance, strategic planning, resource allocation andatmosphere constructing, the support system aims to build and improve workingmechanism in superstructure. Meanwhile, to make continuous improvements inpublic service system by optimizing resource allocation and creating atmospherein specific work. Ultimately, to provide great services and support for thedevelopment of college students’ innovation and entrepreneurship.
