In recent years, with the gradual transformation and upgrading of China’s economic structureand increasing employment burden for college students, college students’entrepreneurship has beena new focus in the economic and social development of our nation. Hence, the central and localgovernments have issued many supportive policies, with financial input and encouraging measures,to stimulate and promote the college students’entrepreneurship, all of which have made someachievements. In general, the entrepreneurship rate and its success rate have been rising, while stillkeeping some pace with the world’s average level. Besides, there are a lot of differences on theenforcement effects among different districts. So, it has been an urgent problem to evaluate thepolicy performance on college students’entrepreneurship.Policy evaluation has been one of the study focuses on the current public management both athome and abroad, but, to some extent, still lacks the performances’evaluation in policyperformance on college students’entrepreneurship. The existing research files mainly focuses onqualitative evaluation. This thesis attempts to draw up from quantitative analysis to evaluate thepolicies on college students’entrepreneurship, set up the evaluation system and evaluation model,make some empirical analysis, taking Hangzhou city, Zhejiang province as an example, proposesome measure and advice, and offer some theoretical support and decision directions forgovernments to set and improve the policies on college-students’entrepreneurship.This thesis firstly reviews the relevant research on policies of college students’entrepreneurship and its performance evaluation, absorb and summarize the relative theories andresearch achievements, and primarily form the research frame. With the evaluation criteria andevaluation pattern, this thesis manages to define policy effects on college students’entrepreneurshipfrom three aspects: policy effects, policy efficiency and policy response. What’s more, after theindex factor has been selected by referring relevant materials, and then selected and improved withenterprises’interview and questionnaire survey of experts, an index system of college students’entrepreneurship policy performance evaluation which is made up of 18 factors in 4 class has beenset up.On the basis of constructing index system, this thesis tries to set up the performance evaluationmodel for college students’entrepreneurship. Firstly, it determines the index weight at all levelswith AHP integrates nine experts’judging matrix. Secondly, using fuzzy comprehensive evaluation,it unifies the value and score of qualitative and quantative index, to improve the reasonability and practicality of policy performance evaluation. Thirdly, to testify the model’s actual effect, the papersets policies on college students’entrepreneurship in Hangzhou as specific evaluating case to makean evaluation on performance of policies during three years (from the year of 2008 to the year of2011), respectively obtain qualitative and quantative index data with statistic literature andquestionaire, and calculates each index’s score and general score of the model. Eventually, as to theissue reflected by the results of policy performance evaluation on college students’entrepreneurshipin Hangzhou , the corresponding countermeasures and suggestions are proposed in the purpose ofbenefiting the improvement of policy.
