Research On The Government Responsibility Of College Students’ Entrepreneurship

After our national economy and society entered into the important transition period, steps of economic growth has slowed down significantly. Against this background, increasing advantages of university leavers’ self-employment have become a good access to alleviate employment pressure. As new patterns of employment, percentages of college students’ entrepreneurship are on the rise. University leavers are not only job hunters but also entrepreneurs. It won’t available without the government’s strong support. As a responsible government for their people, our government has responsibility for college students’ self-employment huge and plays a leading role. However, it’s not an optimistic reality when the absence of the government’s responsibilities or its careless work result in a worse impact on hard entrepreneurial college students. Our government should deeply recognize these situations and make some efforts to create conditions, improve the environment, support entrepreneurship for them. The government should do well their own job.As above, this paper utilized the references, questionnaire survey, interviewing method, comprehensive analysis, comparative method to study the current responsibility of government during college students’ self-employment and the improvement methods, including:First, the introduction part explained the background and objectives, the summary of the research advancement, the research contents and methods, and the analysis of research highlights.Second, this paper discussed the government responsibility by the references, including the reasonability and limitation. And then the college students’ self-employment was discussed in detail. The last of this part was the introduction of how to improve the government responsibility.Third part was the survey of government responsibility performance to find the problems from atmosphere, law, policy, education, capital, services. The reasons of the disadvantages were the poor responsibility consciousness, supervision mechanism and administrative system.Fourth part was the survey of foreign government responsibility performance and to give rise to the effective methods. Moreover, several methods were used to improve government responsibility performance, such as college students’ innovative spirit and entrepreneurial skills, enhance core competitiveness of the college students’ self-employment.Last part was the suggestions for the improvement of government responsibility performance, such as the main responsibility of the college students, the strengthen the organization and leadership of entrepreneurial work, the optimization of college students’ self-employment environment, the improvement of soft environment for college students’ self-employment, the increase of the intensity of policy implementation, the improvement of the supervision of policy execution feedback, the optimization of college students’ self-employment loan policy support, actively encourage venture capital support to improve the college students’ venture funds.
