The question how does the high volatility of competitive agricultural products triggers governmental regulation is an ineluctable problem when scholars are studying agricultural price speculation. This article involved triangle measuring method, analysis of coding data, then concluded the reasons of artificial fluctuations in the competitive agricultural prices, the reasons of regulation, the main kind of regulatory measures, the relationship between the reasons of artificial fluctuations in the competitive agricultural prices and the reasons of regulation, and the connection between the reasons of regulation and the main kind of regulatory measures. The key finding is that: supply and demand, natural endowment of small amount agricultural products, economic interests are the main factors of the reasons for artificial fluctuations in the competitive agricultural prices. Regulations are primarily caused by national welfare. Then the primary means of regulation would be direct administrative intervention. After the entire data processing went over, the writer established a model demonstrates the entire five relationships that covered above. Plus, thi s model also shows how does the high volatility of competitive agricultural products trigger governmental regulation. Subsequently, this paper made discussion, conclusions, then, policy implications are given. The main policy implications would be emphasizing on coordination of supply and demand in order to stabilize the supply and demand, properly protecting producers to compensate for the vulnerability of small-scale peasant economy, consolidating and promoting information disclosure in order to alleviate the blind pursuit of profit.
