Based on the rationalization of industrial structure under production theory, this paper use a new measurement of industrial structure, measures China’s 30 provincial SR index during 1995-2012 respectively, laying the foundation for exploring the effects of energy conservation and emissions reduction on the optimization of China’s industrial structure. This paper then analyzes the environmental restriction’s effects on the TFP. On the basis of Fare’s environmental production technology function, this paper use environmental directional distance function to establish the DEA model constant returns to scale input-oriented and output-oriented, measuring the total factor energy efficiency and the total factor CO2 emission reduction efficiencies of China’s 30 provinces during 1995-2012 respectively. Besides this two TFP factors, we takes energy structure, foreign trade dependency, governmental public investment as explanatory variables. On this basis, we specify a fixed effect model so as to empirically explore the relationship between industrial structure, energy consumption and CO2 emission.The main research contents and conclusions are as following:(1)The industrial structure is evidently influenced by the total factor CO2 emission reduction efficiencies;(2)Based on the heterogeneity of economic development in different parts of China, thus, the formulation of policy should take different provincial economic development, industrialization process, and development process into consideration;(3)The test and estimate results show that China still depends on extensive economic growth, and the more reasonable of industrial structure, the lower total factor energy efficiency.
