AbstractExecutives rotation and exchange(ERE) is a form human resources management and development,which widely use in China’s banking industry.In rural credit cooperatives,regular rotation and exchange in credit agency executives is to strengthen team bonding,cultivate versatile talent,strengthen supervision and restraint mechanisms.This system is also able to prevent financial risks,which results in continuing management improvement.This paper in based on the relative theories of the ERE,taking Luanxian rural credit cooperatives as the research object,by using the method of literature research,systems analysis method,empirical analysis method and other research methods,the ERE of in-depth analysis, find the existing problems and shortcomings,in systems,processes and the supervision and management to be improved and perfected,and put forward the corresponding security measures,to establish and improve compliance with the rural credit cooperative itself needs the rotation and exchange mechanism.First of all,in this paper,the ERE defined communication related content,for executive rotational form the connotation,characteristics and application of communication was introduced in detail,put forward the related theory and in-depth research and analysis.Secondly,the basic situation of Luanxian rural credit cooperatives and executive rotational communication present situation are introduced,points out that the executive rotational communication problems and the insufficiency,in-depth analysis of the cause of the problem.First,the content related to the ERE were defined,of executives rotation communication connotation, characteristics and application forms are introduced in detail, put forward the related theory and research analysis.Secondly, Luan county rural credit cooperatives and executives rotation exchange status were introduced, executives rotation exchanges the existing problems and shortcomings, in-depth analysis of the problem, the reasons are pointed out.Again,combined with the current development trend of Luanxian rural credit cooperatives,improvement ideas and principles of ERE matrix, according to the design pattern by constructing the classification management and system management,the implementation of the system,process control,supervision and management aspects of rich and perfect,establish a stable development of Luanxian rural credit cooperatives executives rotation and exchange mechanism based on.At last,this paper described the measures to ensure the implementation of the mechanism,in order to make the shifting of rural credit cooperatives to improve management efficiency,executives become the financial risk prevention,comprehensive talent training,effective means to improve the enterprise internal communication,through planning,executive rotation exchange sustainable,realize the sustainable development of rural credit cooperatives.
