The Construction Of Evaluation Model Of Innovation Of Hebei Costal Areas And Policy Research

It is needed to make great efforts to the field of innovation to gian vigorous development and keep the engine for long time. On October, 2011, the implement of Hebei coastal development planning marked the fact that the development of Hebei costal area officially rose to the national strategy level;on April,2015,the collaborative development plan of Beijing, Tianjin,Hebei was approved by the Political Bureau of the Central Committee.Those all mean that Hebei coastal region gets an entrance to regional innovation,which needs Qinhuangdao,Tangshan,Cangzhou form a state of self-development.To reach that goal,the construction and application of innovation of Hebei costal areas and indexes and data are needed.And then we can give the region policy recommendations.Firstly,this article introduces the situation and basic concepts of region innovation,and then illustrates the research methods and the innovation points.Secondly,this article illustrates regional innovation theory and the three helix theory.What’s more,it emphases the method of data envelopment analysis,which will be used to construct the model.Thirdly, this article classfies the domestic and foreign developed regional innovation policy into 3 kinds: regions which long developed, regions which declined after rapid development and regions with the rapid rise of under agricultural foundation.We then get 8 focus directions with the introductions and comparisons of those regions,which will be Reference and guidance of the input and output index.Again,we get suitable input and output index with the combination of data of Hebei statistical yearbook, departments of science and technology of Hebei, Qinhuangdao, Tangshan and Cangzhou and the present situation of Hebei coastal development. We substitute the data into the model which is constructed under C2 R of DEA and then get the results with a software called DEAP-xp1.At last, we seperately give the policy recommendations of Hebei costal areas and Qinhuangdao,Tangshan and Cangzhou city.
