Financial crisis slowed down the growth rate of the world economy, walks of life are no exception. The building industry as a pillar industry of the national economy is facing a severe test, the human resource is the solid strength of its survival and development, and improve human resource management system has become a prerequisite for the building enterprise development. The performance appraisal is the central position of human resource management, and the performance appraisal of managers is a very difficult task,middle managers who is the organizer and performer of enterprise implementation of organizational tasks also at the core of the management staff, they play the role of nexus, so it is the difficulties and focus at enterprise performance appraisal. Therefore, the article establishes a evaluation system and evaluation methods of middle managers performance appraisal of building enterprise.In this paper, through questionnaires survey understand the current situation of middle managers performance appraisal at the building corporate, combined with the theory of performance evaluation and identified the design ideas of middle management staff performance appraisal system at the building enterprise.Firstly,the use of MKB performance evaluation mode to determine the key indicators of performance evaluation from the enterprise level, the department level, job level of middle manager, through expert interviews and business experience to determine the ability of building enterprise and conduct requirements for middle managers, and obtain the ability index and behavioral indicators of middle managers, in order to establish a comprehensive evaluation index system of middle managers.Second, using tuple linguistic Analytic Hierarchy Process to determine the index weight coefficient, and secondly, Third,the use of CITC-OWH operator to conduct acomprehensive evaluation on the synthesized performance of middle managers, and obtain the results of assessment, CITC-OWH operator reduces the loss of evaluated information in the build process to some extent, it improve the objectivity and fairness of the evaluation results, and can better deal with fuzzy indicators of middle management personnel performance evaluation, it eliminates the evaluation errors due to personal preference, so that the final result reflects the concept of the different stages of the evaluation group, rather than individual expert advice,and making evaluation results more in line with objective reality.In this paper, through the study of middle managers performance appraisal of building,to establish a performance appraisal system and performance evaluation method, not only have a realistic prospect for the performance evaluation of middle managers of building enterprise, but also have reference of middle managers performance evaluation of other corporate.
