Major research projects aims at solving major scientific problems of national social and economic encountered in the production and technological personnel training, which reflects the strategic objectives of the national scientific development. Compared with the general research of major scientific research projects, major research projects are important, large, deep and difficult to deal with. It is very difficult to have major scientific achievements by only a single scientist or a single discipline research team, we need to have a group of scientists from different disciplines and backgrounds work closely to form a relatively complete knowledge structure to produce a forward-looking research. As a result, research cooperation is a necessary means to solve major scientific problems. But the current situation is that in the task management system, scientific cooperation is a necessary means of implementation of major research projects, and the absence of effective cooperation in the major research projects is an important factor affected the project implementation process and output efficiency. In the implementation process, the lack of effective cooperation and exchange between the research group in Major research projects, was artificially split into disjointed small issues directly affect their access to proper scientific research. This is a outstanding issues appears in major research projects currently. Accordingly, the core issue that this thesis attempts to resolve is: On the market-economy-oriented background, under the "Projects" management mode, when research funding is no longer a major limitation to research output, what the internal logic leads to a low level of cooperation in the process of the major projects?This paper investigated the project director, Project Leader and group members in the major projects, as well as their statements for major cooperation projects, cooperative relations, coordination situation and understanding about cooperation obstacles. The statistics show that although major projects teams tend to use rules of cooperation to ensure the cooperation mechanism of communication between the research groups, there was a general lack of effective communication and cooperation between project groups.,so that major projects associated with the research team itself differentiate into small issues, which deviate from the original intention of major project. While the management of major research project focus on the relevant system requirements, but why researchers’ awareness of their cooperation situation is lacking of communication? The author believes that there must be a deeper reason affecting the behavior of selecting researchers.Author found that, these phenomenon existed in major project research team was very similar with government cooperation dilemma which Ma Yili explained follow the theory of organization disorder of Western Organization sociology in 2006. By in-depth interview with research personnel who once joined in the major project. The appearance of cooperation dilemma not only affect by structure, standardized of team management mechanism, but also affect by the behavior of Strategic speculation and interactive of the operations of space scientists while the project began to implemented. Through interviews, the author found that whether the major projects can proceed smoothly, depends on four important areas: Process is based on the integration of resources between the needs of the group to carry out cooperation, resource integration is a process of resources between group reconfigured; resource exchange process between the group is a "negotiated swap" and "pay resources- Get return "cycle value chain, this process has the time and spatial distance, as rewarding and earnings uncertainty delayed; time and space in the resource negotiation exchange intervals, scientists will influence the formation of cooperative rules by providing the fair value of its own base and increasing dependence on others for their own resources; in the process which scientists affect rules of cooperation, they will be subject too much to the individual goal of independence, influence and cooperation based on trust basis to form a "organizational Identity. To get out of cooperation dilemma, we can start to improve the situation from group resources; improving the efficiency of resources; building academic ecosystem, promote interdisciplinary team-building, promotion information technology management process and so on.
