Throughout the history of the development of modern China, whether in a planned economy or market economy period, rural are paid a great price for the overall development of China. The Central Committee of the Communist Party of China in early2003 began to pay close attention to the "three rural" issue, and the central document in 2006 proposed to promote the "new socialist countryside" construction work by the en d of 2010, clearly stated, "the development of modern agriculture." important reasons. The "first document", sighed by the Central in 2015.Increase the intensity of reform and innovation,speed up the construction of agricultural modernization.In this study, customer value management theory as a support to the "rural Taobao" p latform focuses on the subject, with related researches rural e-commerce, in order to prom ote rural economic development and reduce the consumption gap between urban and rural consumers, for status "rural Taobao" qualitative research methods, and it will focus on concerns that new farmers play an important role in e-commerce development in rural communities body.Article first introduced the e-commerce on the impact of rural economic developmen t, And in turn, introduces the "new farmers" under the background of the age of the Internet. Secondly on the basis of customer value management related theory combined with rural "taobao" operating strategy and strategic focus to analyze its particularity in the face of the "new farmers" customer group of customer value management. On the basi s of the research and analysis, summed up in the national strategy under the background o f new countryside, rural "taobao" as an important strategy, rural electronic commerce has a big value management for farmers need to multi-dimensional integration, excavate the potential value of farmers and for effective customer value management, in order to prom ote and improve the rural development.
