The Research On Our Rural Social Endowment Insurance System

Social policy is an important strategy to strengthen Chinese Communist society construction.The problem of social security is an important aspect of social construction.In recent years, along with the weakening of the aging of the increase, the change of population structure and the land safeguard function,rural social pension issues have become increasingly prominent. Facing the increasingly serious problem of rural pension, the perfect rural social endowment insurance policy has the extremely important role.This paper, from the perspective of politics, basing on social policy theory, social justice theory, government responsibility theory, analyses our rural social endowment insurance system itself, finds the problems in the system, especially the related fee system settings. At the same time, this paper uses the SPSS17.0 statistical analysis software, basing on the system design itself of the new rural social endowment insurance, researching the breadth and depth of the residents in Nantong, Jiangsu participating in the new rural social endowment insurance. At last, this paper put forward some policy suggestions to improve the rural social endowment insurance system.The results show that, the design of rural social endowment insurace system itself has a direct impact on the breadth and depth. It proves the prior theory. This paper bases on the principle of “basic, wide coverage, resilient, sustainable”, puting forward the following suggestions in order to improve the social security system, one is to optimize the elements of the system, the two is to establish a scientific financing mechanism, three is a clear government responsibility, four is to strengthen the legal system...
