Coal mining area is one of the most intense areas of man-land relationship. Coal resource exploitation not only creates good economic benefits, but also seriously affects the quality of the regional ecological environment that is not conducive to the coordinated development of water-land complex system in coal mining area. It is necessary to discuss the coordination degree of water-land complex system in coal mining area in the process of regional ecological environment construction and establish optimal allocation model which can solve the main contradiction in coal mining area under the background of regional ecological environment. In this paper,we take Datun coal mining area which is located in the eastern plain with high groundwater level for example to carry out the research.(1) This paper introduced the life cycle theory of coal mine and judged the mine’s life cycle stages and the characteristics of water and land resources utilization at different stage. Starting from the mining area’s narrow sense, it was pointed out that the characteristics of water-land complex system in coal mining area to lay the foundation for water and land resources coordinated utilization evaluation at middle-scale and optimal allocation of water and land resources in coal mining area at micro-scale.(2) In order to understand the influence of coal resource exploitation on regional ecological environment, this paper established the index system of land ecological quality evaluation in county region and coal mining area and judged the land ecological quality of each assessment unit in TOPSIS model based on entropy weight.Moreover, this paper analyzed the correlation degree between land ecological quality and each index in grey correlation analysis model. It not only provided background research for water and land resources coordinated utilization evaluation at middle-scale, but also made inspection for optimal allocation of water and land resources in coal mining area at micro-scale.(3) On the basis of land ecological background research, from the perspective of internal resources, this paper established the index system of water and land resources coordinated utilization evaluation in coal mining area with high groundwater level and made coordination degree evaluation in Datun coal mining area which could provide direction and target for optimal allocation of water and land resources for single coal mine. The research indicated that water and land resources of Datun four coal minesneeded further optimal allocation in order to achieve the coordinated development of water-land complex system in coal mining area.(4) Based on the results of coordination degree evaluation, combined with the mine’s life cycle stages, subsidence prediction and land reclamation, this paper built the optimal allocation model of water and land resources in coal mining area with high groundwater level unified of social, economic and ecological benefits which used multi-objective genetic algorithm to solve, and tested the optimization schemes by land ecological quality evaluation. The research showed that the optimized water-land use structure of Datun four coal mines could fully tap water and land resources’ utilization potential, as well as help improve the land ecological quality in coal mining area.
