Employee silence behavior influence his working behavior and attitude of the organization,especially for knowledge employees,because they have more professional knowledge and technical ability, they can find the potential problems of the company in the first time, and then form their own views.If employees point out the problem timely, organizations can quickly solve the problem, else if they choose keep silence, this will affect the quality of organization’s decision.For employees, whether they are willing to help enterprise management and decision-making, largely depends on two factors : the environment and individual. Environmental factors influence on employee behavior obviously, at the same time, employees will adjust self-behavior to adapt to the enterprise environment. If an organization has a positive and open atmosphere, and let employees produce positive authorization perception, they will be more willing to express their true thoughts.Previous studies have proved that the organizational justice has effect on employee silence,whether positive or negative effect, there is still a debate, and perceived psychological authorization has been also considered contact intermediary variables of environmental factors and individual factors.Therefore, this article from a view that interaction of two factors that the environment and the individual to determine the certain behavior, choose the knowledge employee as the research object, select organization justice and psychological empowerment as the variables to research knowledgeemployee silence behavior. In this study, on the basis of theoretical analysis, established the influence model of the variables.Through the questionnaire survey in the knowledge eemployee, and use SPSS20.0 statistical software to study the relationship between the variables from empirical analysis, then the results showed that: organizational justice not only affect on the silence behavior directly of knowledge workers, but also has two dimension that leaders explain and distribution justice are through psychological empowerment this “black box” impact on employee silence. In addition, the study also found that different individual characteristics of the knowledge employees had an important influence to silence behavior.Finally, in view of the different features of the knowledge-type employees through analysis of organization justicand psychological empowerment, and put forward the corresponding management suggestions,the implementation of differentiated management of knowledge employee,create a fair environment organization, attention to explain the role of leadership, and pay attention to the "bridge" of psychological empowerment. Through appropriate management measures to reduce Silence knowledgeemployee silence.
