Research On Coordinated Development Of Economy,Coal Industry And Ecological Environment In Xinjiang

With the gradual depletion of eastern resources, the energy strategy is beginning to move westward. The coal industry is seen as a key industry to be support in Xinjiang, which is rich in coal resource. In recent years, many large state-owned coal enterprises have entered into Xinjiang, and coal electricity and coal chemical projects can be seen everywhere. Xinjiang’s coal industry has made great contribution to the economic growth as a new engine. However, with the rapid development of coal industry, environmental problems have become increasingly serious. This thesis firstly studies on the coordinated development among regional economy, the coal industries and ecological environment, and makes a reasonable plan for the development in order to guide the coal industries develop healthy and permanently. Then important advices are given to promote the economic development and environmental protection. The coal industries, economic development and ecological environment as important parts of the social system, the healthy and orderly development among them is of great significance for achieving the regions’ coordinated development of Xinjiang.Through the analysis and comprehensive evaluation of the present situation of Xinjiang economy, the coal industry and the ecological environment, it can be found that the economic development of Xinjiang is significant, but lacking of the impetus of development and strongly depended of policies. Coal industry has developed rapidly with insufficient scale and low benefits. And the original fragile ecological environment is facing with more severe pressure because of the accelerated process of industrialization.By the estimation of composite system composed of the Xinjiang economy, the coal industry and the ecological environment in the period between 1995 and 2012, it was found that the degree of coordinated development among the three increased steadily, and the system’s coordination varied from incoordination to the relative coordination. Through empirical analysis, five factors, the size of the population, energy construction, technological progress, environmental policy and industrial structure, had positive impact on composite system of coordination. In the respective of economics, there are still a lot of disharmony factors, such as public environment and unclear property rights external diseconomy of coal resources, imperfect market mechanism, and the difficulties in measure of resources investment to realize the external equilibrium.This paper is divided into five parts. The first chapter introduces the background and significance of research, and gives the domestic and foreign review of the composite system coordinated development, and an overview of the research method and the innovation points of this paper. The second chapter is the analysis of the theoretical basis of economy, the coal industry and ecological environment coordinated development in Xinjiang. Firstly, the mechanism of the two in the system is analyzed, and then the three theories of system coordination development are explained. The third chapter is the comprehensive evaluation of the each subsystem, the first is the qualitative analysis of the development status of the system, and then evaluates the evolution trend of the system from 1995 to 2012. The fourth chapter is the empirical analysis of coordination degree among the economy, the coal industry and ecological environment in Xinjiang. After the estimation of he coordinated development degree of regional economy, the coal industry and the ecological environment in Xinjiang, the empirical analysis on the influencing factors are made, so does the economics explanation of the inharmonious factors in the development process of compound system. The fifth chapter makes the conclusions of this paper, and then puts some countermeasures to optimize each system.
