Research On Integration Of Urban And Rural Public Transport Operation Management In Changsha County

Urban-rural integration, also known as the integration of urban and rural economic and social, is acountries and regions in the level of productivity and urbanization development to a certain degree of urban and rural mutual fusion to form one of the process. With the rapid development of China’s economic construction, to further speed up the integration of urban and rural areas, urban and rural people to the demand of the development of passenger traffic and travel has become more and more urgent.In recent years, the social economy of Changsha County is developing fast, the comprehensive economic strength enhanced obviously, entered the comprehensive construction affluent society’s new stage of development, has initially the balance urban and rural development. Changsha County preliminary with the overall urban and rural development, to implement the basis of the integration of urban and rural public transport conditions. Since 2009, as the integration of urban and rural public transport pilot of Changsha, Changsha County attempt to start the integration of urban and rural public transport, success has opened four urban and rural bus lines. But operating process, the lack of integration of urban and rural public transportation planning, management, supervision mechanism is not sound and exposed problems directly affect the urban and rural bus further development and propulsion.This thesis starting from the present situation of Changsha County urban bus operation.Based on the research method, investigation method, comparative literature analysis method, statistical analysis method,according to "ask questions- analysis problem- problem solving". Reference for public transport in urban and rural development at home and abroad experience, Changsha County integration of urban and rural public transport planning, mechanism, operation mode and so on to compare the research of the system. The main innovation lies in the definition, connotation and extension of the integration of urban and rural public transportation, deeply analyzing the necessity of promoting the integration of urban and rural public transportation, and to study the reform and operation mechanism of integration, to provide a reference model for the integration of urban and rural public transportation reform development in other areas, theoretical innovation and practical value.In this paper, how to comprehensive development level in the layout, the county economy and the bus, from the straightening out management system, adjust the operation mode, increase financial input and strengthen the supervision of industry and improve the quality of service aspects, such as the integration of urban and rural operations management has carried on the deeper discussion.From the perspective of public administration with public products and public service equalization theory as the instruction, from county bus passenger transport status, necessity analysis, questionnaire survey and so on to analyze the integration of urban and rural public transportation problems and reasons of propulsion, in theory and practice level, the study of the integration of urban and rural public transportation operation management.The development of Changsha County urban and rural public transportation integration development put forward countermeasures and suggestions, namely from the policy planning, system reform, operation reform, compensation mechanism, evaluation system and so on five direction adjustment and reform, the integration of urban and rural public transportation as well as to offer reference for other urban and rural public transport pilot.
