Affects The Hebei Province Industrial Structure, Energy Consumption Structure Of Energy Efficiency

Energy is the foundation of modern civilization, the power to support the economic development, and it is the necessary resource for the sustainable development of national economy, the motive force of the rise of China. However, the current shortage of energy has become an important factor restricting the economic and social development. Around the world, to improve the level of energy efficiency is to mitigate the contradiction between energy supply and demand, to ensure that the path of regional economic stability, rapid development, the transformation of economic growth mode, and all the countries in the world to get rid of the only path of the energy shortage, change to achieve the key point. China is a large economic power, but also a power consumption country, the total energy consumption in the world, energy growth rate is much higher than the GDP growth rate. Scholars will be energy efficiency in China and developed countries compared to the advanced level, China’s energy efficiency is only 33%, about 10 percentage points lower than in developed countries, energy consumption per unit output value is 3-4 times higher than in developed countries, if China’s energy efficiency to achieve the level of developed countries, equivalent to every year can save 4.3 million tons of standard coal, the digital amazing eye-catching. Faced with the sharp contradiction between energy supply and demand, the energy waste, how to improve the energy efficiency effectively, has become an urgent task for the Chinese government in the future economic development.Hebei Province as a heavy industry to highlight the energy consumption province, the total energy consumption high, energy efficiency is low, serious environmental pollution and energy constraints of the situation has become a bottleneck of restricting economic sustainable development in Hebei Province. In this case, if continue to maintain the current energy efficiency level, continue the high energy consumption, low efficiency, high pollution, the traditional economic development model, the economy will remain stagnant in Hebei province. Improving energy efficiency is the key to solve the energy shortage and environmental pollution in the process of economic development, which is the key to change the traditional economic development mode.The through theoretical analysis and method for establishing cointegration model, the basis of theoretical analysis and empirical research on Hebei Province 1980- 2013 the change of industrial structure and energy consumption structure change influence on energy efficiency is analyzed, we conclude that the energy efficiency in Hebei Province and the second stage of industry structure showed a negative correlation, and coal energy consumption structure is negative correlation.Finally, this paper proposed that Hebei Province to enhance the energy efficiency level of countermeasures and suggestions: one is to optimize the industrial structure, change the mode of economic growth; the second is reduce the proportion of coal consumption and improve the efficiency of coal use; third is to accelerate the development of science and technology; four is greatly the development of new energy sources, government regulation and taxation.
