A Study On The Strategy Of Upgrading Transformation Of Provincial Development Zone

Since our country’s economic policy of Chinese Reform and Opening-up from the 1980 s, through agglomeration of public resources, various areas has become a main mode of economic development by the way of promoting regional economic development in the form of construction of development zone, attracting investment, creating jobs, and improving local government taxes and economic strength, but from the perspective of economics, the development zone is the growth pole of regional economic and the growth of economic development, and is also the “test field” of our government to use foreign capital. However, while obtaining great achievements, the development zone is also faced with the dilemma of development. This paper starts from the Provincial Development Zone which has the largest number of Development Zone, through the analysis of existing problems, the transformation and upgrading of the provincial Development Zone, then puts forward constructive measures.The first part of the article starts by discussing the related concept and basic theory of the Development Zone, and is divided into two parts. Firstly it gives a basic definition to the concept and types of development zones in China. Secondly, it proposes and introduces related theory in economy and geography, which are closely related about the transformation of development, Industrial upgrading and so on of the Development Zone.In the second part, the article makes a thorough review and analysis of the main course of the development and the problems of Chinese provincial development zone. Firstly, it reviews the development history of Chinese Provincial Development Zone, which is mainly divided into four main stages; Secondly, it introduces the main Chinese Provincial Development Zone distribution, and points out its connection with the geographic space; Thirdly, it introduces the major management systems at present of our country’s development zone; Finally, it points out the main problems of the present development situation of our provincial Development Zone, mainly for the development orientation blindly, industrial structure similarly, policy support and resources available weakly, management system belatedly and other aspects.In the third part, the article makes a preliminary exploration and research on the transformation and upgrading of the direction of development of Chinese provincial development zone. Through the analysis of the historical inevitability and Establishing the core competitiveness of the development zone at present, makes sure some main directions of transformation and upgrading of the development zone, Mainly in Basing on the advantage industry development and technology innovation, setting up the investment service zone, constructing the comprehensive functional zone and establishing the circular economy, etc.The last few parts of the article mainly takes Zhenhai Economic Development Zone in Zhejiang Province as an example, analyses the current situation of the Development Zone, through the analysis of relevant theory, to try to explore the development direction and specific countermeasures of upgrading and transformation of the park, and proposes targeted recommendations.
