Luoyang as a cultural city with a long history,.it’s tourism has been the competitive industry of economic development. In recent years, with the development of rural tourism and it is playing an increasingly prominent role in the development of rural economy. Rural tourism development in Luoyang also put the development of rural tourism included in the area of economic development, and actively encourage rural tourism activities in rural areas, also has made a series of achievements. With the rural tourism model enriching, the number of tourists rising, tourism-related industries also developed. But in the course of rural tourism development in Luoyang, due to the influence of various factors, there still are many problems. So, in this paper, the rural tourism development as the breakthrough point, used literature information, and social survey and theory and practice phase combined of research method, through on analysis of Luoyang village tourism development general situation, and status and exists problem, proposed countermeasures and the recommends of village tourism development. On one hand, expects can for village tourism development of research up to Minnow of role, on the other hand also expects through analyzing Luoyang village economic development problem to rich village tourism and rural economic development of related research.This paper is supported by three aspects primarily in conclusion:First, the paper has analyzed the basic concepts of the rural tourism. This paper first describes the basic concept of rural tourism, by the induction, summarizing the so many different concepts that appeared in the current academia of rural tourism, then putting forward my own understanding of the concepts and connotation of rural tourism. Then lists the theory applied in this article.Second, review the rural tourism development of Luoyang. First, this paper analyzes the development of Luoyang tourism advantages, and describes the problems in rural tourism of Luoyang. Secondly, analyzed and summarized the development pattern of Luoyang’s rural tourism.Third, this paper focuses on the problems existing in the development of rural tourism of Luoyang to study. First, analyzed the main problems existing in the current development of Luoyang. Secondly, around the main problems existing in the development of rural tourism in the region, focusing on Government planning, product development, marketing, infrastructure construction and other aspects of the countermeasures for developing rural tourism in the area.
