With the improvement of economic level and rising tourism consumption demands, more and more people aspire to enhance the return to nature. Rural tourism get the flourish in China in recent year due to its own characteristics. Resource-based rural tourism plays not only an important role in the realization of economic structure transformation, regional economic promotion and social development, also attaches great attention to the academic study, and different demontions of rural tourism are focused in the past decades in China. However, from in the point of view existing research, rural suitable models for tourism sustainable development in those marginal and poor areas have not been given due attention and systematic study, and there is lack of success stories practice of rural tourism development in poor areas.In response to these problems, the sustainable development and exploitaion of rural tourism in a poor area of China, the Shengzhong Lake in Nanbu County which is a National-level Poverty in Sichuan Province, is presented as a case study in this paper. Based on literature review of rural tourism and its development model, and integrated with the combination of natural, economic and social characteristics, we have carried out a conceptual research for rural tourism development in poor areas. The framwork of infrastricture construction model, local resource exploitation, policy-making, community participation, and profit share of rural tourism in the Shengzhong Lake have been studied systematically.1. Literature review, case studies, and synthetic analysis methods are used in this paper for analyzing the benefit of tourism development of regional sustainability, eco-environment improvement, and socio-economy promotion.2. The history of the development of rural tourism in China are summed up, and the development models, problems, and outlets of rural tourism in marginal areas in China are analyzed.3. Rural tourism development in the Shengzhong Lake, located in a national-level poor county of Nanbu County as a case study, government-led development model, diversified business model, and institutional management model are three components of its sustainable development based on local natural and socio-cultural resources, which provide a successful example for sustainable exploitaion of rural tourism for economy development and environment protection in those areas with constraints of insufficient funds, inaccessible tourism market, and poor management.
