Study The Influence Of Accession Into GPA On The State-owned Enterprises In Our Country

From the GPA negotiation started in 2007, for the need of Chinese own interests and condition, China submitted the first bid list to GPA in 2007,and the fifth bid list in December 2013,though the state owned enterprises were not included into the scope of other entities.However,the Ministry of Finance reduced the threshold price to the level of participant through the Permanent Mission of the People`s Republic of China to the World Trade Organization in the sixth bid. The first time,universities、hospitals and state-owned enterprises were listed in the bid, while the central government entity coverage added 5 more provinces(19 bid provincese in total)and service programs, exceptions were adjusted as well.The pros and cons both exist on the problem of where the state-own enterprises should be part of the subject of government procurement. By using the methods of literature analysis, comparative analysis, based on the principle of asking, analyzing and solving problems, this paper research on the topic of <“join in GPA” impact of Chinese state-owned enterprise >, based on the WTO agreement on government procurement, study the legislation from other participants, discuss on the development of China’s state-owned enterprises and government procurement as well as the impact of joining the GPA, put forward development proposals. The main content includes six parts as follows:First part: Introduction,It mainly introduct the research background, purpose, theoretical value and practical significance, as well as the domestic and foreign research status and development trend.Second part: It overviewed GPA and State-owned enterprises. It mainly about the theories of government procurement, theories foundation of GPA, definition of the State-owned enterprise, made a solid theoretical basis for the following research.Third part: Reveal the history and the status of Chinese state-owned enterprise and government procurement. Describe the status of current studies on government procurement, try to provide the basis for subsequent analysis and policy recommendations, ensure the pertinence of follow-up policies.Forth part: Analysis on the framework of GPA and state-owned enterprises, mainly about the rationality and legitimacy of the government procurement entity under the framework of GPA standard.Fifth part: Discussing the positive and negative impact.Sixth part: provide suggestions to state-owned enterprises development, bidding of join-in GPA and the reform of state-owned enterprises under the GPA framework and conditions of China.
