With the acceleration of the current process of global integration, competition between countries and regions become more intense. The main competitor gradually diffuse from a single city or economy to urban clusters. "The twelfth Five Year Plan" put forward to promote the development of regional economic integration of Beijing, Tianjin and Hebei as the Capital Economic Circle.The cooperation of these three Provincial administrative regions officially becamea National Strategy in 2014, thus the coordination and cooperation between the three and interior towns made higher demand. The joint development of the three provinces/citiesshould not only focus on the overall level, but also concern about the potential of small and medium towns inside the group. In areas near the provincial border, through cross-border coordination, we can make some administrative boundaries to break through the barrier and build up a harmonious cross-border human settlement. Therefore promote the integration of the region as a whole.In this paper, by tracing the beginning of the cross-border coordination theory, we redefine its content in the realistic Chinese environment. Through the method of combining theories and case studies, a summary is made on the basis of worldwide practical experiences of cross-border coordination. Border regions can usually propose cross-border coordination through five paths: adjustment of the administrative boundary, policy or mechanism design, the establishment of formal/informal institutions, compiling of regional planning andpromotion through special projects.After reviewing the current situation of cross-border coordination in China and around Beiijng, “Langfang City,-Caiyu town,-Yongledian Town” is chosen for empirical research. These three cities/towns are adjacent urban clusters along the Beijing-Tianjin corridor. They are closely linked with a unique kind of relationship: Not only do they share the same geographic conditions and resources, but they also face with the complex cross-border conflicts and contradictions, which made them a typical type of cross-border town groups in“Beijing-Tianjin-Hebei” area. Studying the "Langfang-Caiyu-Yongledian" cross-border coordination help us to understand the universal laws and guidance about planning and implementation of cross-border coordination between town groups.In this paper, I regard Langfang, Caiyu and Yongledian as independent stakeholders. By analyzing the positive/negative influencesof the border, I was able to summarize the mutual goals and border-crossing demands of the towns. Advises about both planning and implementation were given on promoting the co-development of the region and achieve a comprehensive vision for the future. Transportation, public services and ecology were chosen as three pathfinder fields. Specific strategies for practice are proposed. The analytic process follows the logic of the timeline, which is from the history to the future, and also the outside-in order, from regional to local.
