Following the Yangtze River Delta, Pearl River Delta, Bohai area is known as the third pole which enhances China's economic growth. Domestic scholars pay more and more attention to the Beijing-Tianjin-Hebei region, because it is the core of the Bohai area. China's the eleventh-five program decided to launch early the work of the Yangtze River Delta region and the Beijing-Tianjin-Hebei region, so the development of these regions becomes focus.In this paper, based on empirical analysis, we analyzed the interregional differences of the Beijing-Tianjin-Hebei region and compared it with the Yangtze River Delta, in the way of economic disparity with a view to thoroughly understand the region's economy. At the beginning, we simply generalized the theories such as regional disparity, competitive advantages, the new progress in regional disparity research abroad and domestic researches of Beijing-Tianjin-Hebei region. Secondly, we give a brief overview of the Beijing-Tianjin-Hebei region. The third and the fourth parts are the main. In these two parts, we analyzed internal differences and disparities between the Beijing-Tianjin-Hebei region and the Yangtze River Delta region, by means of finding the reasons, we get the policy recommendations of eliminate the excessive gaps. At last, we sum up the policy suggestions. Especially, we should point out that what we mention the Beijing-Tianjin-Hebei region includes all provinces (municipalities), it is different from the name of "big Beijing" and "capital economic circle", it indicates that the three are equal status.In part three we use the weight coefficient of variation and its decomposition formula. The interregional disparities were broken down in accordance with the three industries, by doing so we know clearly that the region's industries have great effect on economic growth and give advice to interregional disparities. Hebei province is the region's "shortcomings", in particular the gap between Beijing and Hebei makes the overall region can not complete industries transfer and economic structural adjustment. Therefore, we propose Hebei province employ different competitive advantages and adjust its position to promote economy development, at the same time, strengthen the equality and dialogue among Beijing-Tianjin-Hebei region, promote industrial cluster development.In part four we create the TFP models by panel data to compensate for a short time series data. Initial capital is calculated by the means of Chow(1995) and then we use sustainable inventory method get capital stock. Comparative analysis of advantages and disadvantages between the Beijing-Tianjin-Hebei region and the Yangtze River Delta region's and empirical analysis of TFP let us get the principal factors as geopolitical conditions, industrial structure, the degree of market-oriented and culture. It's suggest that on the one hand, change the perception of conservative thing, on the other hand, establish a sound market environment, adjust the economic structure to promote upgrade, encourage the development of private economy, and what's more, establish a convenient transportation system in order to promote regional economic integration process.
