With the upgrading of national industry and urbanization as the most important growth point in the future economic development, more and more labors will move themselves from the east coast to Midwest areas, the companies must face the problems that the employees job hopping frequently and the increase of the wage costs caused by the labor shortage. Especially in Su Zhou Industrial Park and Yangtze River Delta, the workforce shortage is very serious, particularly the skilled labor. It is very important for a company to formulate the talent development strategy to absorb and keep talented person.This article is mainly about the production line staff development system and implementation of G&G Company. With analysis the internal and external environment of G&G Company and the requirements of our enterprise development strategy, formulate the strategy of matching human resources and operation function to ensure the growth of company in the next five years.According to the analysis method of SWOT, this article is based on the research idea of strategy fit, and the Maslow’s Hierarchy Of Needs would be the main basis, through analyzing the reason of staff turnover, especially the characteristics of 80 s or 90 s generation, draw up an action plan to avoid the loss of excellent employees. By the combination and reengineering the enterprise culture with local culture, it is focus on establishing the staff competence models and development pipeline, defining a human resources development strategy which will match with whole development strategy of company, and making an appropriate human resources strategy planning and execution.The strategy policy of G&G Company is based on their credo. Combined with the actual business and according to prevention of loss mechanism, recruitment, training, evaluation, promotion, welfare, employee satisfaction and company culture, formulate the safeguard measures on company strategy level,Create a good employer brand. And combined with the experience and thinking I participated in talent development and management, provide some suggestions on the implementation of talent development of G&G Company.
