Strengthen the institution and management of the rural highway construction funds and guarantee the rural highway construction funds timely, arriving fully, safely,reasonably and effectively for rural highway construction plays a very important role to promote the healthy and orderly development of the rural highway.In recent years, the rural highway developed rapidly,but the regulation of rural highway fund operation did not straighten out, the relevant functional departments of overlapping functions and lack of constraints lead to shirk responsibility each other when the appears of problems.In order to supervision effectively on rural highway funds,basing on straighten out the relationship between the various functional departments,put forward a set of system about the regulation of rural highway fund operation in this paper.Firstly, define the basic concepts related to rural highway, regulation institution and so on,induce the related theory about institution transition and Game Theory.Then analysis the relationship between the central and local governments,the regulation and regulated through Game Theory;analysis the Problems and reasons in the regulation of rural highway operation fund.On this basis,based on the chain of project application- sources- use- regulation about capital,design a regulatory system.The local government reported to the construction project,then the transportation department verifying the planning project, and then submit to the NDRC approval;Department of finance appropriate the funds according to the financial planning of finance department and the development planning of rural highway;The transportation department is responsible for supervise organizing the implementation of the project, the project quality standard;The audit department is responsible for the use of funds,Whether it is reasonable, legal and compliance,then report the audit results to the relevant departments and to the public.Departments carry out their duties.At the same time,put forward the innovation of financial system, strengthen finance transfer from the central government to the local;Specification for the use of funds;The departments play the effectiveness of supervision, form the supervision together and improve the relevant laws and regulations about the supervision of rural highway.
