| Our property management industry has made many achievements since the first property management company established inShenzhen, but also summed up a lot of experience, property management Companies’ management level, service level, innovational level has also been dramatically improved, the position in the industry has gradually established and widely recognized. But there are many problems in the property management has not yet been resolved, conflicts and disputes arising therefrom also attracted the attention of the community, further development and growth of property management companies has been hindered, and the interests of owners did not get fully protected. In this regard, the government department what role and kind of behavior should act in charge of property management has attracted the attention and discussion of the media and scholars.In this paper, we use the quality of property management services, the level of understanding property management, rights owners’ awareness, the quality of property management team, and property management fees to analysis Xi’an Chang’an residential property management by the questionnaire method, and to explore the role and behavior of government in property management based on the survey results. From the perspective of public administration, the absence of government behavior in residential property management is the deep-seated reason that result in many problems, for example, lack of systematic management of residential property management, lack of system supply and improvement, lack of the main guiding, lack of body coordination, residential property management fees restricted tightly by government and other issues, and then proposed to build scientific residential property management laws and regulations, actively support democratic management organization development of residential community, building oversight mechanisms of multi-body under government oversight. |
