Study On Construction Planning And Index System For Ecology Civilization Of Weinan City

Ecological civilization which appears after original civilization, agricultural civilization and industrial civilization, is the introspection and promotion of human civilization. It is the high level to the human civilization. In the report of the 17 th and 18 th National Congress of CCP, ecological civilization is taken as one of demands for accomplishing objectives of building a well-off society in an all-round way. It is higher demand for fully implementing the scientific concept of development and harmonious social construction.Ecological civilization city construction is the best way to solve ecological crisis and extricate ourselves from urban ecological predicament. It is the necessity of sustainable development. As the result, ecological civilization city construction is an effective way to ecological civilization construction. In order to construct ecological civilization, ecological civilization city construction is required in China. In order to guide ecological civilization city construction planning and promote ecological civilization construction, theories and methods of ecological civilization city construction planning, index system of ecological civilization city construction planning are studied in this paper. The main contents are as follows:(1) Suzhou, Hangzhou, Zhenjiang ecological city construction index of ecological civilization are comparatively studied and also compared with the actual situation of the index system of Weinan construction of ecological civilization. Weinan index system contains the economic growth situation, the situation of natural resources and ecological environment situation, guide the social fashion, ecologic system and five big system as well as 49 measures of concrete elements; Economic growth includes five index factors; Natural resources status contains 19 indexes; ecological construction and environmental protection includes 14 indicators; ecological civilization cultivate includes seven indicators; ecologic system consists of four elements.(2)Through Weinan government departments of information collection, it is concluded that in 2013, 2015 and 2020, synthetic index of ecological construction are: 0.5315, 0.6236 and 0.8257 respectively. From that, it is obvious that ecological environment construction is increased steadily; according to the ecological carrying capacity analysis of Weinan, Weinan carrying capacity of resources and environment force is 65.5, which belongs to the good level. Level 3 assessment concludes that carrying capacity of resources and environment is 1.03.(3) The analysis of the present urban construction new concepts including "sponge city” and the green city construction which are regarded as a key construction field of Weinan City. Weinan warehouse journey would be regarded as "path" sponge, and unit storage capacity can reach to 0.23; In terms of the green city, provide project reference for Weinan city renovation, water supply, heating, etc. The ecological civilization construction is to provide project support. "Adopt ecology to push economy, adopt economy to promote ecology" in which there are 44 major projects with a total of need capital of 3.23175 billion yuan in which 2.07815 billion yuan are from government investment and 1.1536 billion yuan are obtained from enterprise PPP(private- public partnership) model.
