A Research On The Construction Of Central Towns In Yangjiang City

The18th National Congress of the Communist Party of China (CPC) states that weshould insist on the Chinese-style path of carrying out industrialization in a new way andadvancing IT application, urbanization and agricultural modernization. Alsothe Twelfth Five-Year Guideline states that we should insist on the principles of the categoryguideline, major project and step development, leading and making the main town to becomemodern city, star city or special industrial town, and promoting its diversification andpromotion. This research will focus on the main positive achievements of the main townreform in Yangjiang, aiming at analyzing the basic path of accelating the development of themain town construction, in order to get some positive suggestions for the main townconstruction in other places.The method of the research comes from the way of analyzing the need of the Yangjiangmain town construction in the background of the acceleration the new type of urbanization,and from the way of definiting the concepts of urbanization, new type urbanization and maintown, and from the way of clarifying the theory and real meaning of choosing topics byanalyzing and concluding the outcome of the national and foreign researches.By analyzing the opportunities and controlling facts of the main town construction inYangjiang, and having the modern experience of the achievement of main town constructionin national and foreign main town, the research points out that we should clarify thefunctional position of the main town, and then choose the different developing mode ofagricultural indoctrination, industry-oriented, tourism-viewing, and business promoting, andchoose the diversified development. We should consider comprehensively deepening thereform as the basic promoter, and accelerate construction of promoting town by allocatingpower and send economic and social administrative power of district to main town and buildup the mechanism of diversified financial investments, and give more financial andtax-allocation supports to main town construction, and make reasonable and suitable policies,and promote of the reform of Personal Indentify. We should also complete the insurancemechanism of the main town construction, and finish the planning schedule, activate thediversified financial methods, and accelerate the basic infrastructure construction andimprove the social public service. We should strengthen the leadership of government,category assessment and social propaganda orientation in order to make sure the contractionof main town on the proper road. In the end, the research conclusion comes out from the analyzing the outcome of research.
