At present, C hina cultivated land resources is facing pressure both from the sustained economic development and the rapid population growth. With the continuous expansion and growing population of urban construction, the conflicts between people and land have become increasingly prominent. Therefore, the state issued a series of policies, vigorously promoting land improvement and protection of agricultural land to ease the increasingly prominent contradiction between people.Land consolidation planning construction arrangement belongs to a part of the work of land renovation plan, reasonable arrangements for the construction of not only save remediation costs, reduce the waste of resources, will also improve the living conditions of residents, improve people’s satisfaction. In this paper, Zhidan County, Yan’an C ity, Shaanxi Province land reclamation planning(2011-2020) project, for example, unifies the Zhidan County agricultural natural data, social economic statistical data, land use status data, remote sensing image data, digital elevation model(DEM) data and project outside the industry survey relevant chart data, using the agricultural land consolidation project comprehensive evaluation system, for Zhidan County agricultural land consolidation project comprehensive evaluation, according to the evaluation results for the project were graded, and puts forward optimized implementation proposals, facilitate implementation of the local government according to the specific circumstances of the local agricultural land consolidation project. The application of analytic hierarchy process, from the target layer, criterion layer and index layer three levels to establish agricultural land consolidation project comprehens ive evaluation index system. The agricultural land consolidation project comprehensive evaluation as the target layer, to natural conditions, social economic conditions and the project area as criterion layer, in the layer of the three guidelines selected thirteen indicators for agricultural land consolidation project was evaluated, respectively is agricultural land consolidation project involving land topography, effective thickness of soil layer, soil organic matter content, soil erosion degree, river sys tem, the effects of radiation, radiation transport network effects, radiation effect on residents, project investment units, public regulation will, project scale, terrace width as the comprehensive evaluation index factor. Based on the platform of Arc GIS software, secondary development using the python language to develop application on agricultural land consolidation project comprehensive evaluation module, including terrain slope model, radiation model and agricultural land consolidation project evaluation model of three analysis tools, more then for agricultural land consolidation project of evaluation of quantitative analysis, reducing the workload analysis and evaluation, reduce the interference of human factors.The research results of this paper mainly establishes the agricultural land consolidation project comprehensive evaluation system, and to develop comprehensive evaluation module, of Zhidan County Land Consolidation Planning of agricultural land consolidation project analysis and evaluation, for Zhidan County agricultural land consolidation projects put forward optimized suggestions.
