Since last century eighty’s, especially since 2011 China has joined into WTO, the production and sales volume showed in China auto market a geometric growth. Regarding to this background, as an important form of trade technical barriers, automobile product compulsory certification has played an important role to effect on the volume that foreign automotive products imported to China market and China automotive products export to worldwide.Since the European automobile compulsory product certification is the basement of China automobile compulsory product certification, European automobile compulsory product certification has a strong guiding effect on China’s automobile compulsory product certification. In recent years, with the continued growth of automobile export volume, the EU has become China’s most important imported cars’ source. Meanwhile, as an automotive technology developed region, the EU is an important exportation destination for China automotive products. According to above background, based on literature review, this paper analyzed the evolution process of China and Europe’s automotive compulsory product certification and differences between them, quoted quantitative data between 2004 to 2013 including passenger cars’ import and export volume between China and the EU, the amount of technical standard and government directive and other quantitative data, used gravity of trade model to empirical analysis the impact mechanisms between China and the EU’s automotive compulsory product certification and bilateral import and export of passenger cars. Finally, based on research conclusions, this paper proposed policy recommendations on how to optimize China automobile compulsory product certification in future.The main conclusions of this paper include following: ①The differences between China and Europe’s automobile compulsory product certification are mainly reflected in three aspects, the differences on certification management structure, certification standards structural and standard level; ② The more technical standards and government instruction involved in the compulsory certification process, the lower car import volume; ③The longer type approval testing cycle, the lower car import volume.Based on the above research results, on the view that the export scale expansion of China’s auto products to the technology developed areas, four policy suggestions for China automobile compulsory product certification next stage adjustments were put forward in this paper: Firstly, adjust the existing automobile products mandatory technical standards structure, improve technical standards’ guidance and practicableness for Chinese auto companies. Secondly, actively participate into international standards related activities, propose for technical standard upgrading based on China practical situation; Thirdly, optimize existing government instructions in compulsory product certification process, reduce the negative impact of non-technical requirements and law enforcement standard to local companies; Fourthly, optimize automobile product compulsory certification’s declaration management framework, promote the information sharing among different government departments in order to shorten the approval cycle.
