Most of tourism real estate projects are far away from downtown city and locate at rurual areas with abundant natural resources. In reality, the intensive way of urban development and planning was often used for rurual areas, as happened in the hot investment spots for tourism real estate like Hainan or Jiaodong peninsula. Driven by the land finantial interests, government planning departments raise the index of volum ratio fast and projects with high intensiveness spring up as a result. With deserted seashore and viliages being turned into communities full of high-rise buildings, the natural ecology is ruined.Furthermore, farmers move to the buildings at the expense of losing their land and the source of their income to a large extent. For rurual areas that are sparsely populated and rich in narual resources, such kind of development is not in favor of ecological protection and sustainable development and would bring bad results.By studying the case of “Tea-Zen Paradise” project in Dai Autonomous Prefecture of Xishuangbanna in Yunnan province, this article tries to explore a planning methodology that provides sustainability for development and sets ecological protection as a perquisite.The project locates at a non-urbanizied area with beautiful scenary and benign climate, and is known for the hometown of tea. It covers an area of 59 square kilometers that have enomous acreages of farmland, forest land, garden plot, tea farm and pond. Within the area, there’re less than 10,000 people living in the ethnic minority viliages that still keep the original and traditional development model and are seeing the infrastructure lagging behind. It would be a long term plan for such a kind of area, which involves how to reorganize andreuse this piece of “virgin” land and adjust the economical development structure and model to drive the social, economical and environmental development within the region and surrounding areas in an orderly way.The article tries to look into the way of allocating land resources properly,improving productivity of land usage, ensuring that the land is still full of vitality after development, breaking the whole piece of construction land intoparts, breaking the traditional development model where the old viliage and the new town is seperated. The article also investigats various issues in terms of balancing protection and development, such as how to coordinate the symbiotic relationship with the orginal inhibitants, creat harmonious community and resolve comflicts among them, and improve the environment of the viliage and provide the village with long term development opportunity via the ongoing construction. On top of that, the article also analyzes how to control and improve non-constructional land in a sustainable way to allow it to be not only a sort of scenery supporting facility, but also a business part of the regional economy that would bring job opportunities for the viliages and attract outside consumers with its characteristics.The plan for this case is subject to the constraints set by the current policy.Foretunately, the local government, with its open mindedness and flexibility,recogonizes and accepts the plan idea that adheres to protection and sustainable development as the key. The development plan was finally approved by the prefecture and county governments and regulation files have been created accordingly, which guarantees that the area will be developed in an effective and controllable way regardless of the development body being changed or not.
