Since 1992, Ningbo city, formally entered the aging society. Ningbo had begun the Infancy before the aging society, which was based by the forecasting of the development of native population and economic. Until the twenty-first century, Pension Services industry has entered the development stage.Currently, the Pension Services industry of Ningbo is just like many cities’, which is developing in full swing. However, as Pension Services industry is an emerging industry in Ningbo and the short development time, the industry has not explored the forming of a unified development model determined. Under the favorable economic outlook, many complex investors is entering the industry, which needs a rational model to lead investors to succeed and the industry to develop coordinately. As such, this article aims to explore a rational development model of Pension Services industry in Ningbo city. There are three main investors in Ningbo, the real estate companies, the insurance companies and the private pension services and its capital strength. Then analysis their land acquisition model, financing model, business model and profit model respectively, combining the classification elderly population and pension services market demand characteristics to explore the development model and its implementation of Pension Services industry in Ningbo.
