Today, human society has entered the aging society. Aging of the population is a social problem, but it is also an industrial development opportunities. The basic point is: Pension services is an important part of the service industry. The importance of the development of pension services is not only it could effectively solve the "aging" problem, but also could boost employment and promote GDP growth. In short, it has important economic benefits and economic value.This paper reviews the domestic and international research on the pension industry. Then, we clarified the definition of pension services, pension business, and pension industry.Secondly, the author makes use of Leslie matrix population model to predict the total elderly population and aging population structure in Liaoning Province. Markov model has been used to forecast the pension industry market in Liaoning.Then, the author has analyzed the economic effects of Liaoning pension services by input-output analysis. According to the model predictions, the author concludes:InLiaoning Province, as an industrial-based, service sector lags behind province, the pension services has a significant contribution to GDP growth and employment.After the macro-level analysis of the pension industry development in Liaoning, problems of the pension services in Liaoning arise. All of these lay the foundation for the final policy recommendations.Finally, this paper introduces the advanced foreign experience inthe development of pension industry, combined with the actual situation of Liaoning Province, we put forward specific ideas and strategies. This article pointed out that the pension services industry is a new direction. The government should play a leading role to build an afinancial support system, a policy support system, an institutional support system, an organizational support system and a human resources support system.
