With the development of world economy, the competition of market economy become more and more intensive. Under this environment, corporate is full of desire to human resources, especially for senior talent resources, headhunting companies have been born out of such environment and become booming. Due to the special characteristics of headhunter, which is a job more focused on personal capability but less on asset, so how to manage these consultants, who are the greatest asset of the company, has become the top priority for headhunting companies.The research I have been doing for this paper is based on performance management of headhunter of V company, reconstruct the performance management system based on competency of headhunter. Competency is the key difference between high performers and ordinary performers. Competency-based performance management is particularly suitable for those companies whose services performance are mainly rely on the quality of the company’s own employees.In this paper, through behavioral interviews, questionnaires, SPSS statistics, to build competency model for V’s headhunter consultant, and design the company’s performance management program based on V module. Competency Model for V company’s consultants, including 5 indicators of personal qualities in 2 parts, working capability and personal quality, which combined with the characteristics and the basic operation of the process of performance management system, pointed out how to carry out performance planning, performance monitoring and counseling, performance evaluation and feedback based on competency model, using of performance incentives to employees, corporate employee training and development, and staff development. In order to ensure the effective implementation of such management programs, on the one hand, training should be given to those who will be the examiner, let them be aware of their responsibilities and significance; on the other hand, enterprises should establish a sound system of information collection.Competency-based performance management program is not to negate the traditional performance management solutions, but on the basis of traditional performance management scheme, requires managers not only focus on the work itself, but also pay attention to individual ability of those performers. To improving working performance by managing personal capability.
