PaidAnnual Leaveis abasic labor rightswhich the employees own,Instead of welfare.Put it into effect can effectively reduce the worker’s working pressure, improve employee productivity,and enhance corporate profits.On the other hand, implementation of paid annual leave can alleviate the "Golden Week" attractions overload phenomenon, to ensure public tourist facilities reach a balance between supply and demand, slow the pressures of road and ecological, which hassocial progressive and reflects the people-oriented concept of scientific development. "Paid Annual Leave Regulations" began to be executed in January 1, 2008, marking the paid annual leave system formally establishedin China.After the implementation of the Ordinance, the staff leave entitlements therefore be further improved.However, through the investigation, it was found that there are many problems in the implementation of paid annual leave system in the process and the result is not satisfactory. In the current context of building a harmonious society, how to solve these problems to promote the process of paid annual leave has become an important issue that the government and members of the community face.In this article, the author from concept to start, first of all define our concept of paid annual leave system and system-related content constitutes the second step from the perspective of management and economics describes the theoretical basis and development process; the second step to the survey by research and interviews to obtain first-hand information and data, combined with analysis and documentation presented to the existence of many problems in the implementation process of paid annual leave system, and cause of the problem; the third step, the introduction and summary of the French advanced experience of the United States, Japan and other foreign paid annual leave system; and finally, in the theoretical and practical research support, the full foreign experience, paid annual leave system to solve the problems and countermeasures to further explore the idea of "three circles theory " the feasibility of the proposed countermeasures.
