In the times of economy opening, many small and medium-sized enterprises(SMEs) have rushes out their own world, and gradually become the backbone of China’s economy. But in the primarily stage of development, because of restricted by many resources, the SMEs in order to ensure the survival and the pursuit of profit in early period, most of them ignored the enterprises’ management. This leads to the enterprises fall on bottleneck in the process of sustainable development when they step into the high yield period from the stable period. The effective management of enterprises and talent is the effective method to realize sustainable development of the enterprises when they step into the high yield period from the stable period.Based on the theory of human resource management, the author researched on JS company, which is a mineral SME in Xi’an and summarized some common problems of JS company in human resources management, such as halfway understanding on human resource management, not optimized on human management etc. and then puts forward several useful suggestions to solve these problems, such as establishing effective recruit system, perfect improving incentive system and reasonable performance evaluation scheme etc. The purpose of the paper not only help JS company to find the status of human resource management, but also contribute some reference comments for Xi’an SMEs and strength Xi’an SMEs’ competitiveness in the increasingly fierce competition environment and the sustainable development.
