Studty On The Preparation Method Of Industry Development Planning

The industry is a key element in the national economic and social development, Industry development planning is the programmatic, guidance documents, which is the refinement in the specific industry of the China’s national economic and social development plan. Due to lack of experience in industry development planning, and effected by the economic thinking, there are still many problems in the industry development planning although it is gradually mature and perfect in style. For example:it seems that chapters are related, but in fact it is separated; the task can’t support the goals; there is no consensus on the implementation of the planning. These problems reduce the enthusiasm of implementers, and affect the successful implementation of the plan.In view of the industry development plan play a key role in the national economy and social development, this paper from the angle of system theory to research the planning system, and to solve the above problems. In this paper, the planning system consists of three elements, which are the development goals, main task and guarantee conditions. These three elements showed a chain relationship, in which the former put forward the latter, and the latter supports the former. In addition, combined with the practice of the industry planning, the paper creates the industry planning system structure which contains five elements. Apart from the three elements of the planning system, the industry planning system structure should include the administrative environment and the development of the industry needs. The five elements are interrelated and indispensable. On the analysis of the industry planning system, we can get a systematic thinking method.In addition, this paper puts forward two application tools based on systems analysis. One of them is the logical framework matrix, it will play a role in the planning process to improve the systematic of the various elements. The other one is "Q4" which include four questions, it can further verify the effectiveness of the planning after preparation.Preparation method of industry planning is composed of planning system thinking method and two planning tools. We can say that this study can not only provide reference for planning in the level of analysis, but also from practice to improve the planning efficiency.
