Compared ethnic minority areas with the coastal and inland developed areas, the overall quality of the civil servants especially the competency of grass-roots leaderships in minority areas need to be improved. Therefore, constructing the competency model of civil servants and using scientific management model to promote the ability of civil servants, which realize the prosperity and development of economy, society and culture in minority areas.Five chapters of this thesis is divided. The first section is an introduction that introduces the background and significance of the research; the main content and the technical route’s framework; the methods and the innovations in this paper of the research. The second chapter is about the definition of related concepts and the research review of literature about public sector’s competency model. It concludes the definition of the competency, ethnic minority areas, and the concept of civil servants, etc. By using the method of comparative analysis to summarize the competency of the domestic and foreign government public sector development and current situation of application of the model’s theory, and reviewing the literature look for the breakthrough point. Through the contrast analysis found that the competency model has applied in the foreign public sector certainly. But compared to the enterprise, it has researched much less on the competency of government departments; and the subjective evaluation is used more, on the contrary, the questionnaire and objective evaluation methods are used less. The third chapter is the empirical studies of grass-roots leaderships’ competency evaluation model in minority areas. It introduces the object of this research, research methods, research process design. Based on the design process, and through literature review, questionnaire survey, expert interviews and other methods get the 21 competency elements which includes four dimensions like skills, knowledge, values and quality. With the way of analytic hierarchy process to build the grass-roots leadership competency evaluation model and introduce the calculation steps of each index weights’confirmation. The fourth chapter is about the empirical studies of grass-roots leaderships’competency evaluation model in minority areas. Using the established competency evaluation model for competency evaluation of Hebei Autonomous County, Mengcun Hui County urban and rural residents of the security management center to validate the practicability and rationally. The fifth chapter is the conclusion and the suggestions. (1) the grass-roots leadership competency evaluation model has realized its evaluation target of basic organization leadership in minority leadership competency. (2) the individual performance is closely connected with the competency. (3) in some cases, the grass-roots organs leading in minority areas of competency evaluation model in minority can be used in the practical assessment.
