Research On The Logistics Node Layout In Shandong Province

With the promulgation of the 10th national industrial restructuring and rejuvenation planning in 2009, people have focused on the logistics industry again, and this industry makes sure of the steady and rapid development of the national economy. Following by the national planning, the local governments have also worked out a series of regional characteristic plan about the logistics industry development. Although the government of Shandong Province have already worked out the logistics node layout of seventeen cities in this province in the " Twelfth Five Year "development planning "of the modern logistics industry in Shandong province", there are some drawbacks and defects because of the fact that the logistics industry started relatively late. There aren’t a perfect theory system of the logistics node layout yet. People do the logistics node layout without thinking of the economic and industrial environment. The relationship between city nodes and the function division of each city node are not quite clear. There’s a lack of functions links between logistics nodes, and levels of the city nodes are not accurate. The phenomenon that the city nodes occupy social resources has become increasingly prominent. Therefore, it’s necessary to build a perfect model of city logistics node layout standard that has the constructive theory, the comprehensive index and the right method, so that it will be a very profound theoretical value and practical significance to us.On the basis of studying the research results written by domestic and foreign scholars, this paper provides the introduction and analysis of the exploration that the scholars at home and abroad have already done in the area of the city logistics node layout planning, and points out the key points and also the drawbacks of the recent study. Firstly, this paper introduces the logistics system planning, logistics node types, the content, principle and effects of the city logistics node layout, the industrial structure theory and the industrial gradient theory,and those are the essential theories of this study of city logistics node layout, which lay a theoretical foundation for the following study; I get the superiority industry and the core competitiveness of each city by calculating the similarity coefficient of industrial structure and industrial gradient coefficient of seventeen cities in Shandong; Then I summarize the present basic situation of the logistics development of the main city node in Shandong, including the construction of logistics infrastructure and the main management body and so on; I work out the condition of the logistics strength levels of the seventeen cities on the basis of using the fuzzy clustering theory and establishing the comprehensive index system; At last, combined with the characteristics of advantage industry of each city, I get the optimized scheme of city logistics node layout of Shandong province.The innovation of this paper lies in the style of analysis. Recent scholars mainly started their assay from the aspects of layout method, traffic condition and so on, but this paper analyzes mainly from the economic and industrial environment, focusing on the interaction with the development of logistics industry, with paying attention to the industrial characteristics in the city logistics node layout. On the previous basis, this paper provides the deep study on city logistics node layout, combined with the theory of industrial structure and the industrial gradient theory.It provides theoretical value and practical significance not only on the theoretical aspect but also in practice.
