Since the reform and opening up, China has achieved remarkable success in speeding up the transfer of rural surplus labor force and increasing farmers’ income. Deepening of the industrial structure and the continuous progress of urbanization led to the rapid flow of rural labor. A large number of rural labor as an important force in construction and development, directly contributed to the sustained and healthy development of national economy. But the dual structure of our urban and rural still exists a large number of rural poor labor’s mobility, hindering the implementation of rural surplus labor’s transfer and new construction to other industries. Therefore, to guide the rational flow of rural labor is important for accelerating rural development and providing farmers’income and is an important focal point of the new era of urban and rural development.In recent years, with the rapid development of economy, Fujian Province in the flow of rural labor has brought economic benefits to rural development, but also exposed some problems. This article is to study the flow of rural labor force in Fujian Province under the background of the urban and rural areas. Based on the theory of population mobility and urban-rural development, with emphasis on rural labor mobility situation in Fujian Province in the New Era analyzed; and empirically examines the income effect of rural labor mobility Fujian to farmers. In rural labor mobility certainly bring dividends, they also analyzed the flow of rural labor in the current issue of exposure and related constraints; based on the successful experience at home and abroad, and finally building management systems, institutional reform, industrial restructuring and other aspects of the policy recommendations.
