With the continuous development of the national economy and society, Water conservancy construction and development continue to accelerate, in order to give full play to the basic role of water conservancy facilities in the sustained development of the national economy, reduce the loss, to promote the city and rural ecological environment improvement, safeguarding the realization of the comprehensive construction well-off societis, the river remediation has be imperative. The water resources amount of Ziya River Basin decreased in recent years. The water is from the upstream discharge or urban sewage. The waterlogging drainage standard is relatively low for the Fuyang River. The river embankment near the Hengshui City has be reduced to fragments. Parts of the river floodplain are serious occupied. Therefore the river regulation is a matter of great urgency.This paper first describes the river regulation engineering technology and compares the different types of slope protection structure layout and different material selection. The ecological slope protection type is selected. This is consistent with the coordinated development concept between human being and the nature. Then the levee reinforcement measures are put forward. The treatment of both concrete dike and levee foundation are described. Finally, the factors affecting the dike stability are analyzed.According to the engineering example of Fuyang River in Hengshui City, the engineering general situation is described in this paper, including brief situations of river basin and Hengshui City, Hengshui section project status, task and scale. Meanwhile hydrological calculation is carried out, including the flow of waterlogging drainage, urban drainage calculation and farmland drainage, etc.. Finally comprehensive control measures are proposed.The project content of economic evaluation, we are focus on the national economic evaluation of the project. In the same time the financial condition are analyzed. Calculation results of the internal rate of return, net present value and benefit cost ratio show that the project is feasible.In the analysis of economic evaluation risk, considering the design life of the flood and water logging prevention reinforcement engineering as a time unit, the author simulates engineering benefit value and expense by using the Monte Carlo method. Their probability distributions are fitted. The candidate distributions include Gumbel distribution, Pearson type III distribution and lognormal distribution. The limit state equation is established. The failure probability is calculated by the reliability method, namely the mapping transformation method which is combined with orthogonal transformation. The sensitivity analysis of major factors are finished for the limit equation of project investment risk.According to the result of risk analysis, this paper provides clear thought and guiding method to optimize the scheme of reinforcement engineering for flood control and water logging drainage.
