Study On Utilization And Management Mode Of Flood Resources

Water crisis, featured as water shortage and flood, has been the top restriction of sustainable development of China. So the flood water resources utilization is the inevitable choice. The flood water resources utilization current situation in China was analyzed, the results showed that the water rights is not clear, the water price is too low and the interest distribution of water supply institutions and water users is unreasonable. These has seriously affected the effective use of the flood water resources utilization。The paper establishes a multi-layered, and multi-objective fuzzy optimization model for water right allocation and makes empirical analysis on this by taking Daqing City, Heilongjiang Province for example,the results indicate that the flood resource should be more used in ecological water, which is close to the practicality and has been the bottle-neck factor that restricts the economic development。The paper also has a case study of Longfeng Marsh Nature Conservation Area in a cost-benefit analysis way. The results indicate that:the flood resource is the major recharge sources to the wetland, which can produce enormous economic benefits, social benefits and ecological environmental benefits. In the last, the paper explores the business model of the flood in three expects: ecological compensation system, water market establishment and risk response.
