Reseach On Si Chuan Government Financial Aid Policy For Private College

The Sichuan province enacted <EDUCATION REFORM DEVELOPMENT PLAN OUTLINE OF SICHUAN PROVINCE> in 2010. The file points out that the government must provide policy support for private education especially for private college. What aspects should pay more attention to is the key of all the questions for government? The file tells us that the government should attach importance to financial support, the tax policy, the financial credit and land use policy and etc. Of cause there are many terms for explain for what should be or could be done, it is a big advance for our government.But we always can find problems of any laws and regulations.In this file we can clearly understand that we have the instruction to obey, but we never know how to do, how to achieve the goal, for example. Which kind of private college can enjoy taxation reducing policy? How much money can be used to fund private colleges? How to define and protect legal person property rights? How to get reasonable return? All such problems haven’t been implemented. These problems inevitably lead to financing difficulties, and also hinder the sustainable development of private colleges.In this paper we will be based on the theory of public management are discussed, such as the public goods theory, Externality theory, Market failure theory etc. Meanwhile we will obtain suitable for our province by using the method of comparative study of the financial aid policy Suggestions.
